Telehealth reimbursed at the in-person rate through April 2028
Under New York Public Health Law Article 29-G §2999-dd, care delivered by telehealth is entitled to reimbursement “on the same basis, at the same rate, and to the same extent” as the equivalent service delivered in person. The Legislature extended that provision in May 2026, and the Medicaid program's July 2026 policy manual confirms it now runs until April 1, 2028.

New York Office of Mental Health regulations under 14 NYCRR Part 596 have progressively expanded who may deliver telemental health services, broadening the definition of "telehealth practitioner" and allowing more providers to see patients virtually. This has widened the range of clinicians available for telepsychiatry across the state.
