In Minnesota, just like every other state, any clinician providing services to a patient located in Minnesota must be licensed by the Minnesota Board of Medical Practice.

Telemedicine may be provided by means of real-time two-way, interactive audio and visual communications, including the application of secure video conferencing or store-and-forward technology to provide or support health care delivery, which facilitate the assessment, diagnosis, consultation, treatment, education, and care management of a patient’s health care.

“Telemedicine [according to CMS] is the use of medical information exchanged from one site to another using interactive telecommunications equipment that includes, at a minimum, audio and video equipment permitting two-way, real time, interactive communication between the patient and physician or practitioner at the distant site to improve a patient’s health.”

According to the Minnesota Telemedicine Act of 2018,

Any plan sold after Jan 1, 2017 must include coverage for telemedicine
A health carrier cannot exclude any coverage solely because the service is provided via telemedicine.
A health carrier must reimburse the healthcare provider for covered services delivered via telemedicine on the same basis and at the same rate as in person services.
